With WDDM it is dynamic, so that RAM is only "allocated" for use but not "locked" in solely for the GUI etc

I should likely add this bit of info.
My BIOS is up-to-date with HP's bios updates.. those are rare thing to see :P
Also when I change 'msconfig advanced boot options' to use this Attachment 15347
even if i make them permanent, it goes to this after restarting; Attachment 15348
