iPhone isn't recognized by Win 7

Hi, this is my first post, and I did search. But my question is. When I plug in my iPhone windows makes the little doorbell sound thing like something was just plugged in but iTunes doesn't come up, and the phone doesn't charge. When I plug into the Vista computer it works fine. But that computer isn't my laptop and isn't mobile. lol. Any ideas on this would be great, btw, it's a G61 HP laptop, and a Verizon iPhone 4 if it helps. Thanks again guys.
