Hello Ramaib. Welcome to the Forum.

Your mouse may require a specific driver, rather than the generic one provided in W7.
What brand and model mouse are you using?

Have you restarted with the PS/2 mouse connected? They never seemed to be "plug and play" for me in the past. It's been years since I used one, but I remember having to reboot a lot for devices to be properly detected.

If you have a PS2 compatible mouse then I guess it just might be getting a little old. Can you try a new USB mouse?

    thanks for you all.
maybe I have to declare more about my problem. it's not about the external mouse. the problem is the touchpad and keyboard of my lnootbook not working when I have the yellow sign but I discover the problem more the error sentence which I have to resolve is "device cannot start (code 10)" how can I solve this problem ?

You should navigate to the Toshiba website and go to the page for your exact model number laptop and find the driver for the touchpad. Download and install it.

I would leave the external mouse disconnected during the installation as a precaution.
