Windows 7: DVD playback issues

DVD playback issues

Hi, I have a problem with my DVD drive it's a pbds ds-8w1p. Any OS I use on it does one of three things, crashes, garbles up video, or works completely. this happens with all dvds, all players, and the things I have tried to fix this problem are

reseat the drive
clean the laser
flash the firmware to the latest version BD1C
reinstall windows 7

I don't know what is causing this problem but every other function of the drive works, burning discs, installing games and software, listening to cds, and reading software dvds.

Any help would be appreciated

currently I am using a fresh install of windows 7 sp1
