    Hello Joey,

Its simple, your computer cannot use 4GB of RAM as your computer is using Windows 32bit. To use 4GB or more RAM, you will need to have installed Windows 64 bit. Windows 32bit can only use around 3.25GB RAM, although this might vary between different computers. Could you tell me you CPU name so I could check if it supports 64 bit?

64 bit won't help. Here are the specs on that laptop,

    NEO | Basic B2165

and the specs on the Via chipset in it,

VIA VN896 Mobile PCI Express Chipset brings Vista to notebooks with stunning image quality technology - VIA Technologies, Inc.

It only supports up to 4 GB of ram total, so unless there is a memory re-mapping option in the bios (doubtful), then it won't matter whether it is 32 bit or 64 bit Windows. This is why (just change the 8 GB mentioned for 4 GB, and the same aaplies),

The system memory that is reported in the System Information dialog box in Windows Vista is less than you expect if 4 GB of RAM is installed

Note When the physical RAM that is installed on a computer equals the address space that is supported by the chipset, the total system memory that is available to the operating system is always less than the physical RAM that is installed. For example, consider a computer that has an Intel 975X chipset that supports 8 GB of address space. If you install 8 GB of RAM, the system memory that is available to the operating system will be reduced by the PCI configuration requirements. In this scenario, PCI configuration requirements reduce the memory that is available to the operating system by an amount that is between approximately 200 MB and approximately 1 GB. The reduction depends on the configuration.

Are you sure it is 64 bit? How much RAM did the laptop come with?
