Windows 7: Why can't i open service window ?

Why can't i open service window ?

When i try to open windows7 OS service window or Group policy window this error appear, so how do i fix it.
"One or more ActiveX controls could not be display either,
1).Your current security settings prohibited running active x control on this page or
2).You have blocked a publisher of one of the the controls'

How do i fix this error?

How do i fix this error?
Have an admin log on and change the settings. Are you logged on as a regular user or admin?

I log using Administrator account. I don't know how to enable this feature please tell me how do i do it?
