Depending to what you plug into the USB hubs, you may be out of power to allocate to the 4th hub

yup wally, u r right. I realize that this could be the power supply low voltage issue,
so how do I fix it..?
replacing my pc power with some high voltage power supply, or something else.?

Replacing your PSU would work or you could get an external USB hub which had its own power supply.
    heres the link to one

    Rocketfish™ - 4-Port USB 2.0 Hub - RFNBSKHB.

This will be cheaper but if you plan to upgrade other aspects ie. graphics card then you should to with the PSU upgrade.
