    Hello smartiano, Welcome to the forum
    Things you could try and in no particular order are;
    1. Make sure you have the newest drivers installed.
    2. Try using a different USB port.
    3. Check for Malware Malwarebytes : Free anti-malware, anti-virus and spyware removal download
    4. Make sure the underside of the mouse is clean.
    5. Change the batteries.
    6. Increase the amount of RAM in your PC
    7. Try a different surface/mouse pad.
    8. Try your mouse on another PC.
    9. Check Device manager to make sure you have no problems. Click on Start, type Dev Select Device manager from the list

    Put up your system specs, and the name of the manufacturer of the mouse.

    Have a look here; HP Support & Drivers | United States

    If it does not open at the mouse driver page I just did a search for optical mouse under drivers
