Windows 7 - Wacom Tablet issue with Windows 7 Home Premium

So I've been researching for ways to fix the little 'ripple effect' (as it's been called) or the ring that shows up around my cursor with each stroke of the pen. It appears every time I try to draw with my tablet and causes lag which messes up my drawings, so I really would like to find out how to turn it off. I've already turned off "Tablet PC Components" but that didn't solve my problem.

I've found threads for people having the same issue, but that involves the Local Group Policy Editor, which is not included in my version of Windows 7. Is there another way to fix this?
