I'm still stumped, as to why it is Recovery & looks like it is hidden

Hello mate.
Was this an old OEM installed Hard Disk Drive that came from a builder with an OS installed and a recovery partition, that you expanded and converted to a storage drive?

No, this was a third-party drive I bought separately. I have been using it for over a year now with no problems. I only started having issues with it when I upgraded to x64 bit windows.

Here what I would suggest to try and give it a drive letter.
Open an elevated command window and enter the commands listed below hitting the enter key after each command.
Since it seems from the snips that you will be able to tell which drive is which by looking at the partition listings. diskpart <enter> list disk select disk 1 list partition
