About all you can do is make sure it is connected to the correct header and the correct pins on that header. If it won't spin under those circumstances, you have a bad fan, bad wiring, or a bad header.

Have you tried different pins on that correct header?

Will the fan spin at all if connected to another header?

davtom179, welcome to the Seven Forums.

Let's start with thee easy first. Did you connect the fan to the correct fan header on the motherboard?

It's possible that you've bought a bad cooler, a dud. It can happen. Try it out on another system, if you can, otherwise take it back to the shop to try & if that fails RMA.

Could be the motherboard header, or the cooler wires at fault.

Speedstep maybe neo, not Cool and Quiet. That is an Intel motherboard in his computer,

HP and Compaq Desktop PCs - Motherboard Specifications, RC410-M (AsteropeA) - c00638516 - HP Business Support Center

davtom179 quick question, was the original fan a 3 pin or 4 pin connector?
