    I brought it from Ebay.com as new, when i insert it socket PC not boots up, all funs works, I have another CPU and PC works with it normally. CPU not broken

    If you are sure yo have not damaged it, I would recommend returning it to Ebay where you bought it.

    Yes, but can i solve problem without returning it?

    Make sure you have the latest BIOS, That the CPU is correctly seated in the slot and that you have not touched the pins with your fingers, ensure that you have used and correctly applied the thermal paste and that the correct cooler has been correctly fitted.
    OH and stupid question time I assume you have a compatible MB?

    See if the CPU will work with different RAM.
    If your current RAM is overclocked, return the settings to default.

    Use the other CPU to upgrade the BIOS and make sure to read and know what you are doing before you do it or you will end up with a useless MB
