CPU not works is it possible to fix CPU?

I brought it from Ebay.com as new, when i insert it socket PC not boots up, all funs works, I have another CPU and PC works with it normally. See if the CPU will work with different RAM.

Use the other CPU to upgrade the BIOS and make sure to read and know what you are doing before you do it or you will end up with a useless MB
