Block/Deny Printing on a Machine

Hello,
I would like to block printing on a particular machine. Is this possible? I just want a certain machine to simply not be able to print.

Also, if it is possible to do it with CMD it would be great!

Please let me know how I could go about doing this.

Thanks a lot,
Prince

services.msc in run line:

Modify the "Print Spooler" to Disabled:
Then configure the logon tab to where the service runs as a network user with a password they don't have.
