If you can find nothing else, here is a tutorial from Corsair about testing a PSU. It does not mean the psu will start your computer but indicates it is providing some current.
I can hear the electricity make a noise when the cord is plugged in and a faint noise, usually when the electricity is present within, I click the start button, but I am uncertain if I am hearing things, I hear electricity and a small faint beep noise but nothing else happens, with the new case there is an extra 120mm fan that is the only difference between my old case.
I have a Rosewill Challanger case(not being used right now). It is a good case and highly unlikely the case is causing you problems. AFAIK, the only things that will make the PSU humm is a dead short somewhere or a bad PSU.
I do not know what else I can do to figure out what the problem is, any recommendations on a power supply then?
Do you have an extra power supply or have someone you can borrow one from just to test it? I would hate for you to buy a PSU and that not be the problem.
