One more thing is that you may have something connected wrong. You just took all the parts and transferred to another case. Make sure those mobo stand-offs are doing their job and the board is not shorting against the mobo tray.
If you have run cables behind the board, one may be shorted to the board, those solder points can be sharp. You don't list what type of HDD you have. If it is SATA make sure the data and power connectors are tight and locked in on both ends.

I see you have 6GB RAM listed for your 32bit Windows install. 32 bit OS's will only recognize a max of about 3.5GB, any more is wasted and could cause stability issues.

Everything is plugged in the way it was previously, and the standoff's are all in their proper places, the cables behind the motherboard are separated by the case the only opening exposing the mother board is the mounting bracket for my cpu fan. My Hard drive is SATA and the cords are properly connected snug.

The only difference I found with this case is the fact the powersupply is located on the bottom of my case where as my old case had the power supply on the top and the cpu power cord is quite a stretch over top of my graphics card.

Did you try Doc's suggestion in post #31 and also try switching the power led and the reset led?

I did yes, and that did not work.

After all of that, I have to conclude that it is your PSU. I only wish there was a way to just test one before you bought it to make sure that is the problem.

Doc, thanks for the moral support. I've tried everything else I know as have you and several others. If everything else is right there is only one conclusion.

how unfortunate, I guess there is no way of finding out to be quite honest, but if you guys could link me to any good power supplies can be bundled with something or not, but whatever is a better deal,

Sorry about your situation. You may be able to find these somewhere near you or at a better price. These are not package deals. But just look at them and look at the reviews.

Themaltake TRX-650M one more to look for.
Hopefully there is a nearby shop to get one.
