OK, so I was able to find any answer to my own problem on windows7forums.com.
After no sign of my poor mouse was left on the computer, I went to the windows services program (type services.msc in the start menu search field).
Under services, find Bluetooth Support Service, double-click.
Make sure startup type is Automatic.
Under the Log On tab, select "This Account", type in "Local Service", and delete any entry in Password or confirm password.
After restarting the service, I was able to immediately re-pair the mouse. Halleluja!! Thanks Jetpack1976!
