USB network adapter causing pc to restart slow, please help.

I found out that whenever my Netgear usb network adaptor is in the pc, when I restart, it waits 20 seconds longer at the boot screen the pc boots up fine from being off, its just when I restart that the problem accurs, why would the usb drive cause that?

I checked the drivers and they are up to date, the only other thing I could think of doing is reinstalling the drive, but I have doubts this will fix the problem as the device is working fine.
