Why are you trying to format USB Flash Drive with diskpart? Just plug it and quick format it by right-clicking on the USB Drive in My Computer

Don't forget to check if your flash drive has a write protect switch (to keep data from accidentally being erased.) If it has such a switch it needs to be off.

Try the attrib command from diskpart, as explained here (makes sure you read the first comment as well).

Windows 7 RC0 disk is write protected | EnX Blog

If that doesnt help, try this method.

Remove Write Protection On USB Pen Drive or Memory Card or iPod

If that too doesnt work, try a 3rd party utility - HP format tool.

Well, try running chkdsk on the flash drive.

Where did you buy this stick from and what were you doing after which the problem arose?

This one looks a lost cause. Try this tool anyway.
