Laptop Will Not Start - Won't Reinstall Windows

My laptop will not boot. It won't boot from the W7 disc either. I tried re-installing Windows and it just restarted and went back to how it was before. So I tried formatting all drives and I think this was a mistake as now it's refusing to let me select a drive to install onto or even format. It just tells me that it cannot format a partition on disk 0.

It's become messed up to the point that I'm considering getting it sorted by elsewhere. Checking it's still under warranty.

Check the hard drive with the manufacturer's diagnostic tools.

When it comes to computers I am really good at some bits and other bits not so. I have no idea what I'm doing where it comes to a DOS CD and have never used one or even heard of one before now.
