Win 7 boot up with no keyboard

Is there a bug if you boot up Win 7 with no keyboard attached?
I have a special use computer using Win 7 on a touch screen and can do not allow a keyboard to be attached. The user is limited to touch screen only?

I would think you may attach a keyboard? what specific issue are you haveing?

I do not believe you can boot a PC without a keyboard attached unless there is a setting in the BIOS to change that, and I have never seen one.

EDIT: I take that back.
I just went down and booted up an old P4 computer running Windows XP with the keyboard unplugged. There was a hiccup in the BIOS boot, but after that it started right up into Windows.
Never tried that before. Thanks for the education.

So as Britton30 says, what exactly is the issue?

The computer is a POS(point of sale) touch screen and the user is not allowed a keyboard. All functions are through the touch screen. Well there is also a MSR attached, to scan cards. The MSR is attached to the mother board by serial connection. The MSR goes dead if there is not a keyboard attached.

Tell me if I understand this correctly. You have a computer that you cannot connect a keyboard to. But, if you have no keyboard the MSR will not work? If that is the case, you have a basically non functioning computer designed not to work with the components installed on it. Is it possible to return the computer for a refund? BTW, I have never seen a computer you could not connect a keyboard to.

This totally confused me. If you have any USB ports, you may certainly add a keyboard.
