do you apply the compund to cpu and the heatsike
No, one or the other but not both. You only need a paper thin layer one one surface. Once you put the heat sink in place the past will be on both anyway.
I'm a bigger fan of the method linked above, since the spreading it method always winds up being very messy.
Plus I honestly think I got better results (operating temperatures) using the drop in the center.
Not drastic mind you, but a few degrees C
Yeah that's the old way. A drop in the center then let the heatsink spread it is much cleaner and works better.
Either way you only want to apply the paste to the chip. I've never seen anyone apply it to the heatsink
You also want to keep in mind it's going to be a layer so thin you can barely see it once pressure is applied so don't over do the amount. you'll get a muffintop effect and it may get on some other components it shouldn't be touching.
i used the dab in the middle and press the heat sink on and let it spread naturally.. always works for me, and my temps are 35c or less at almost all times (unless the room temps are high, which doesnt happen often)
Yes it is neccessary to apply thermal compound on the CPU only before placing the HSF over it.

It doesn't matter if you are not using the Artic Silver brand of compound. It works great for any good thermal compound.
The instructions are particular to the Core 2 Duo you have.
