Have you tried plugging into another computer? That's the first step; an up-to-date pc should do. But always use back panel usb ports, front panel usb ports are no good.

Try assigning a drive letter to it in disk management: right click on it and select assign drive letter. If it doesnt work post a screen shot of disk management.

Ok, because drivers are often culprits. Have you tried another pc, that was my point, because the first step should be if the HDD is being detected on another pc, Seagate externals have a problem of being faulty from the start!

How long are you giving the system to recognise the external drive?

Are you using a USB port or e-sata?

Is the drive seen in device manager and/or the BIOS?

Have you tried a different cable?

Well, if it's not seen in the BIOS or Device Manager, Windows certainly won't see it.

Either the drive is faulty or you need to install drivers for it, which you should be able to get from Seagate support.
