toshiba sat p505d webcam "device locked by another app"

hello,

i have a toshiba satellite p505d-s8935 notebook. i'm running a win 7 ultimate os, 32-bit. (the win 7 was an upgrade from vista. rip vista.)

the built in webcam will no longer work as a standalone app. ( , yes that is how i'm feeling right now... )

i click to open the webcam and receive the error message, "Device is locked by another application." - meanwhile there is NO OTHER APPLICATION running that is using the webcam. (yes, i've disabled services, updated drivers, uninstalled/re-installed, etc., etc., etc.)

the cam works fine with other programs, e.g. google+ hangouts, skype, yahoo im, etc.

will someone PLEASE PLEASE PLEASE help me to figure out how to 'unlock' this freakin' webcam and to fully enable the webcam (fyi, entitled "TWebCamera.exe) so that i can freakin' use it?!?!? *exhale*
