A few thoughts:
First, try cleaning your mouse really well, particularly the bottom surface where contact is made with your mousepad.
To help isolate the problem, and rule out whether it's caused by IE or not, try downloading another browser (i.e. Firefox, Chrome, etc.) to see if the problem still occurs. If it does, you know the problem was not caused by IE. If it doesn't, then IE caused or contributed to the problem. (PS You can, of course, delete the 2nd browser when you're done, if you wish.)
What is the situation with your mouse
driver? Is it current? Are there any new updates? Downloading the newest version may solve the problem too.
