Windows 7 - What does "Open as Portable Device" really do...?

What does "Open as Portable Device" really do...?

If I plug in a USB stick and right click it, I can choose to "Open as Portable Device". What does that mean? What use is it? I don't get it... How is this different from accessing the device as an ordinary disk drive?

I tried to read up on "Device Stage" and "Windows Portable Devices Team" and "WPD" etc... but nothing of it makes any sense to me; it sure doesn't seem to solve any problem I've ever had. So again... what good is all this?

EDIT: Why didn't they solve the "This device is currently in use" bug instead?
