Persistent External Monitor & Keybd Connection Issues for Notebooks?

Do any of you experts know of a way to make External Monitor & Kbd/mouse/pad connections persist?

As best I can determine, either via Power Settings or via simple ShutDown & Restart, these connections are flaky. It appears that no matter which way I try to arrange this, I'm going to need to manually intervene at every restart/wakeup/etc and with unpredictable results.
