It can't hurt to try this link:

Download Details - Microsoft Download Center - DirectX End-User Runtime

This will mostly install updates to the older DirectX 9 runtime which is still included with newer versions (since older games such as yours require it). It will often solve issues similar to yours. Even if it doesn't, it won't hurt.

    +1 Corazon

    A good place to start.
Installing DX-11 does not necessarily install all components of DX-9c.

when i tried to launch the game, it instantly gives me that message. after pressing "enter" for the application, the notification will pop.

what will i do with my directx?

Download Details - Microsoft Download Center - DirectX End-User Runtime

Click the above link as posted by Corazon and download the DX-9c.
If all components are already installed then you wasted a bit of time.
If components are missing they will be installed.

Installing DX-11 does not install DX-9c.

if i download that, does my DirectX would become "directX 9" in shor, it would replace my version of Direct X. OR it would just fill in what is missing?

Installing DirectX 9 will not wipe out DirectX 10 or 11, it just installs any missing files for the older version. I've done it on my Windows 7 x64 PC with no ill effects. A lot of older games prompt to install DirectX 9c during the install, I just click yes and move along.

You might want to run dxdiag or even re-install your video drivers.
