Mapping hotkeys for an Apex [wired] USB controller

Okay, so I have an Apex controller (specifically designed to work with a computer) and I am trying to find a way to map keys to function with it. Example: pressing down on the left joy-stick will be the same as pressing the down arrow on my computer keyboard. I have Googled this and gone EVERYWHERE trying to find information but NO ONE seems to have what I am looking for. The Hotkey Utility does not seem to support a controller of any type and I NEED a way around this. Thanks all for any help.
