Does the BIOS complete it's boot routine and the stop comes when Windows would normally start to load?

If the system will not start windows with the card installed (nothing connected to it) that means the driver is no good - not installed correctly or not compatible with W7.

Check the manual and be very sure on how to install the card. Many times with devices like these you must install the driver software first, shut off the computer, then install the card - so Windows will find it and install the drivers on startup.

If the system will not start Windows with the OS installed on one of the drives connected to the card you need to realize it is not designed for this. From the Newegg listing:

    FeaturesChipset: VIA 6421

    • Can not boot from this card. There is no BIOS on card.
    • Single channel master mode hard disk controller supporting two enhanced IDE devices
