Windows 7 - Could Not safely remove Available Space 0 device with NTFS format

Could Not safely remove Available Space 0 device with NTFS format

I made USB Mass Storage removable device that has no avairable space by Windows XP.
The device is formatted by NTFS Cluster size 64KB.
(When format it Cluster size 4KB, Windows7 makes 4MB avairable space automaticaly)

And then I inserte the device Windows 7.
I can Not Safely Remove the device.

Windows system locked the device.
But I can Eject the Media by form Right Click Drive Icon.

No locking process found by such as Lock Hunter tool.
There are only Explorer procsess.

Dose any one know how to safely remove this kind of device ?
