annoying autoplay showing up again

i boot up, i get the AUTOPLAY thing saying what do ya wanna do with you iPod. seen it before, what's the fix here?

Hello Eknirb,

Double check in the AutoPlay settings window to see if you may have the iPod listed under the Devices section where you can select Take no action like in the screeshot below.

believe it or not, it shows no devices connected. I also have an error msg that says Windows is uninstalling this device. (Code 21)- been that way since I got it.
