If you mean Windows 7, a basic install of Home Premium, updated, is 15 or 20 GB if I recall, but that is too small once you add in programs and some breathing room.
i'd say a 32gb to 60gb would be fine for the o/s .

Minimum space is around 16GB, 40Gb is acceptable, 75-100GB should be more than enough depending what you have installed or intend to install.
As an example I have 68 programs installed on my C drive and used space including Windows 7 SP1 is 67GB.
For the OS and a reasonable selection of programs you should not need more than 30GBs. That is the situation on my desktops that have 60GB SSDs with the user data on the HDD.
On the laptops I chose 80 and 90GB SSDs because here I also need the space for the user data - and there is plenty of free space. 4 systems are Windows7, one is Vista.
Yeah, too many variables to pin down a number. It depends on the version and features installed. Not to mention individual choices on options.
