Windows 7 - pen tablet conflict with mouse.

my pen tablet default handwriting input method is "pen/mouse" out of 3 options. ( mouse, pen/mouse and pen )
if the pen tablet is active, usb mouse double-clicks will fail to work in explorer windows. i have to minimise the windows folder, close or minimise tablet and open windows folder again for mouse double-clicks to work.
it seems tablet "pen/mouse" input is in conflict with usb mouse in explorer windows. the rest all work ok.

my mother needs the tablet to be always active. she finds it a chore to close/open the tablet whenever she needs to edit windows folder with the mouse. she's not too good with pc and would prefer things to be as simple as possible and not keep on changing between pen/mouse and mouse as an alternative option.

is it possible for usb mouse to be the main input with the pen tablet active?
