Windows 7: corrupted registry won't recognize anything on my computer

I have a corrupted registry and I can't get into control panel, install a dvd drive, play my itunes. The only thing that works is internet access. I get an error 19 message when i try to install the dvd writer. I ran c cleaner and when I was finished, nothing worked. I can get into safe mode. no recovery media as I cannot get into the control panel.

my burner don't work nor can i get into any files other than the internet.

Did you do as I suggested ?
