I have it fully loaded on 4 cores using BOINC.
Turbo will only boost one processor if the others are basically idle. It can't boost if all 4 are loaded or the processor would get too hot. T test if it is working you have to run a single processor and load only one processor.
No, I have always used BOINC on all cores to test a new build, and believe me the Turbo DOES engage when ALL cores are in use (I've seen this on all i5 and i7 machines I've ever built). When no cores are in full use the clock speed goes down to half the rated speed. IF you have inadequate cooling, the the turbo goes off when it gets hot.

Oh! I just tried restricting BOINC to one core, and you were right (for this CPU). It now turbos. So why has EVERY OTHER i5 AND i7 I've had always turbod with all cores running?!?

Do the S versions perhaps not turbo on all cores at once, but the full versions do? The S versions are lower power consumption.

Turbo specs when and how much> Intel® Core™ i5 Processor — Intel® Core™ i5 Desktop Processor turbo boost frequency table)

I realize your exact CPU is not listed. If you scroll down the page at above link a little you will see two 760's and the 750S.
You can see at least how yours works.
It would be somewhere between these three.

Main point.
All four cores are shown and only two cores Turbo at the highest GHz and two at a lower GHz.
This is when max load is applied.
If the load is light enough it will only Turbo the actual Core that is in use.

The best I can figure but only a guess is that Intel made a limited run of 760S CPU's and orders were terrible. The retailers didn't want them.
It appears they are only European release. So they were discontinued and never made it to the U.S.A.
Like I said just a possibility.

Also my i7-870 does not turbo all cores at once.

I thought that table meant that if you are using 1 core, it turbos a lot. If you are using 4 cores, it turbos a little with all of them.

That would make sense. Odd that they don't publish data on it anywhere though - it just doesn't exist on the site!

I've used CPU-ID to tell me what frequency my i7 is going at, and assumed it meant all cores. It did however show the max turbo frequency when all cores were in use. Unless the CPU was hot, in which case it stopped turboing at all.

Click the start orb> type in "Res Mon" or Resource Monitor in the Search bar> click Res Mon when it appears in list.

That will open the Resource Monitor page within Windows that shows info on all cores, Ram, hard drives etc.
Select the CPU tab.
You can now watch each core as used while running apps.

Don't know why I didn't think of this yesterday.
No one else did either.

Just had a look in resource monitor, all it says is my i7 is running at 104% of speed. Nothing about individual core turbos.

Actually it's wrong, I've overclocked the bus, so the 104% is just referring to the multiplier change.

I tried with 1 or 8 cores in use and the turbo remained the same in there and in CPUID.

You do not have 8 cores. No Hyperthreading in that chip. So it will only show 4.

Click the yellow marked button in Snip to expand to see all cores.
Then click the Views button and select the View you want.

The turbo will be seen as you use apps the speed/usage shows higher.

If you maxed it at 104% heat may finish it off. Hope the CPU cooler is a good one.

I guess it is basically the I7-860s without hyperthreading (like the i5-760 is a i7-860 without hyperthreading).
