Windows 7 - Strange problem with keyboard

Hello. Each time i try to press on shift and ' , instead of instantly appearing ", it does not appear anything. Only after i press another button, the symbol " appears. Same if i just press ' , i must press another button to make ' to appear. This thing occured after i reinstalled windows. Hope you understand what i have written here

EDIT: there is a strange thing here. I changed the keyboard from United States - International as default input language to US, and the problem has disapeared. I wonder why?

Glad I was able to help you out with this problem.

No, joking. I don't have any idea. Google? Different regions have different keyboard layouts. Perhaps this is why.
