7 Home Premium not Detecting USB Drives

I added a Vantec Internal Media Reader (UGT-CR960) and now cannot access an external USB HDD I use for system backup purposes. I have attempted to reboot the PC and disconnect / reconnect the ext USB HDD to different USB ports without success. When I plug the ext USB HDD into a port I do hear the detection chime but nothing registers within the file system. My non-Microsoft OS savy wild theory is the Vantec Media Reader may have hijacked a physical drive address/letter that the ext USB HDD once occupied.

Any ideas how I might rectify my isssue?

Open Disk Management to view all listed drives and post a pic of it.

That is device manager. Open Disk management: Start Menu->Right Click My Computer->Manage->Disk Management from the left pane

Assigned drive letter "Z" to the Fantom drive and all is now well.
