How to connect to ethernet device?

I have a RIYA Pro laser controller device. wich connects to the ethernet to receive commands from windows seven.
Well my question is, how do i make windows regonise it?
In the settings app of the controller(wich is installed on seven) it asks for a IP, submasks ect. But i have noooo idea what i should fill in there. windows, and the settings app, doesnt find the controller while it is connected to PC.

But on the controller itself a red light of the network is on.

Type cmd in the start Search, enter. In the command prompt window type ipconfig that will give you those numbers.

Try this site IP Address | IP Address Tracer | IP-Adress.com to get your ISP ip address and then maybe the ipconfig numbers may help. If not, type in ipconfig /all.
