Windows 7 cannot format my dvd

Hi, I want to use my DVD as a USB in Windows 7 but when i want to format the DVD, it keeps saying: "Preparing to Format".
Is the problem with my DVD or Windows 7?

Meaning what ... that you want it to work as a USB stick/drive -- with read & write capability and a filesystem?

If that's what you want, then you want something that can't be done.

You can't treat a DVD as a working filesystem; instead, you can only burn "sessions" to it.

Years ago, there where drivers (I think they were called Packet drivers) that would allow you to treat optical media as mountable filesystems, but I believe those died out.
