Is this a clean install on an empty drive?
Is there only one hard drive? Are there any other OS installed on any other drives?
Have you disconnected all external devices except keyboard and mouse?
How much RAM is installed?
What other devices do you have inside the computer besides Processor, RAM, Video Card, HDD, and DVD Drive? | My System Specs | | System Manufacturer/Model Number DESKTOP - Home Built - March 2009 OS Windows 7 64 Bit Home Premium SP1 CPU i7-920 Motherboard Asus P6T - Bios 1408 Memory Corsair TR3X6G1333C9 - 6GB Graphics Card EVGA GeForce GTX260+ - Driver 296.10 Sound Card On board Realtek ACL1200 Monitor(s) Displays Dell 2007FP Screen Resolution 1280 x 960 Keyboard MS KC-0405 Mouse Intellimouse 5-button PSU Corsair CMPSU-750TX - 750 watt Case Lian Li PC-K10B Cooling Standard, 3 120mm case fans Hard Drives #1- Western Digital WD6401AALS Sata Black

My crystal ball is in for repairs, my mind reading skills impaired ATM.
You say you have had this problem for a month already.
What troubleshooting steps have YOU tried? | My System Specs | | System Manufacturer/Model Number LAPTOP. HP Pavilion dv7-4010TX . OS Win 7 Ultimate 64-bit. SP1. The point where the installation is stalling is where the Services are starting up. This indicates that some device in the system is failing to initiate or it's driver is conflicting with others.
Try Installing with the TV card removed.
For a problem install you should only have the bare minimum devices installed in the box during OS installation. | My System Specs | | System Manufacturer/Model Number DESKTOP - Home Built - March 2009 OS Windows 7 64 Bit Home Premium SP1 CPU i7-920 Motherboard Asus P6T - Bios 1408 Memory Corsair TR3X6G1333C9 - 6GB Graphics Card EVGA GeForce GTX260+ - Driver 296.10 Sound Card On board Realtek ACL1200 Monitor(s) Displays Dell 2007FP Screen Resolution 1280 x 960 Keyboard MS KC-0405 Mouse Intellimouse 5-button PSU Corsair CMPSU-750TX - 750 watt Case Lian Li PC-K10B Cooling Standard, 3 120mm case fans Hard Drives #1- Western Digital WD6401AALS Sata Black

Then I tried to repair my system and it showed me this | My System Specs | | OS Windows 7 Ultimate x64 CPU Intel i5 2500k @ 3,3GHz Motherboard ASROCK P67 Pro3 Memory 16GB Graphics Card nVIDIA GeForce GTX560 Monitor(s) Displays Samsung 2032bw Screen Resolution 1680x1050 |

Try to remove EVERYTHING that's not strictly necessary and try to install. Leave just one stick of RAM, onboard video if there is any, only one hard disk. If that fails reset the BIOS. There should be a jumper on the motherboard for that purpose that is named JBAT or CLEAR CMOS. If it is able to restart properly after that, then it was a BIOS glitch or motherboard fails to allocate resources properly. If it works, next time try putting the TV tuner card in a different PCI slot. | My System Specs | | System Manufacturer/Model Number Home brewed OS Windows 7 Ultimate 64bit CPU Core2Quad Q6600 Motherboard Asus P5N-E sli Memory 4GB DDR 2 Adata Graphics Card 2x GF9800GT 1024MB/256bit Sound Card Creative SB Live! 5.1 PCI Monitor(s) Displays LG Flatron W245 Screen Resolution 1920x1200 PSU FSP Blue Storm II 500W Case Antec Twelve Hundred Hard Drives Maxtor STM3250820AS; 2xSamsung SP2014N; Seagate ST310005AS; 2xSeagate ST3120026AS; WesternDigital WD10EARS; WesternDigital WD1600AAJB; WesternDigital WD2500JS Other Info additional PCIE JMB363 SATA+IDE controller When i restart my PC screen goes black! problems?
