Yes windows work exceptionally well especially when on higher than 1st floors. I suggest this carry method to add drama to the task.
Either my monitor or graphics card is failing... but which is it?

A Guy, thanks for this suggestion. I have tried this and actually the OSD seemed stable. But does this necessarily mean that it isn't the graphics card? Surely the OSD would be the layered over the image just before it appears on screen. Could there not be other electronics that the image is passing through before the OSD gets layered?
The experiment I did earlier of keeping the machine active before I turned the monitor on and the monitor when turned on still vibrating would indicate that the issue is the monitor.

It's possible the monitor has an issue before the OSD is injected into the video, but generally for jitter, etc. It will be a good test. Another monitor hooked up, or yours hooked up to another PC would be the best test. If it quivers for a while after turned on, you might try a hair dryer on it, see if it stops faster. A Guy

***UPDATE****
I now have a new monitor and can confirm that it was the old monitor that was at fault.
After reading several reviews I have gone for a very nice NEC-EA232WMI 23" IPS monitor!
