Windows 7: Have 315$, need a new mobo + proces. + video c. Are these any good?

Have 315$, need a new mobo + proces. + video c. Are these any good?

Guys, right now I have a friend which is having a slightly dilemma. He's right now under a Pentium Dual Core @ 1.6, 4 GB DDR2 + Intel Accelerated Chipset (I don't know what, but it is crap). It's a laptop.

He's trying to play Lord of the Rings (2006) , playback Full HD content, and many other non-demanding graphical games. He can't do any of those.

He told me that he has a budget of 315$.
He already has a HDD, RAM, Monitor, Speakers, from a diseased desktop.


Between another friend and I, wanted to look for the lowest-budget-friendly-performance motherboards, processors and video cards.

We've found this:
Processor with Integrated Video Card
Newegg.com - AMD A8-3870K Unlocked Llano 3.0GHz Socket FM1 100W Quad-Core Desktop APU with DirectX 11 Graphic AMD Radeon HD 6550D AD3870WNGXBOX

Motherboard:
Newegg.com - ASUS F1A75-V EVO FM1 AMD A75 (Hudson D3) HDMI SATA 6Gb/s USB 3.0 ATX AMD Motherboard with UEFI BIOS

There's also the thought to buy a 6950 when he has saved a little bit more and those models have gone down after the 7xxx introduction.

Are these any good? Thanks for the help .

Also, what good PSU would you recommend?
