Why does this monitor have wavy lines on the screen?

So I'm at my Dad's house. He has a Gateway HX2000 monitor. For some strange reason, from bottom to top it has these really annoying wavy lines. I fixed it one time (Not sure how) but it didn't last long. After that I just stopped messing with it. But I'm sick of it, this has gotta stop, if it can.

Things to know:
1. I have display on 60 Hertz but when I try to put on 59, I click apply and it stays 60.
2. I have the resolution to recommended.

If anyone could help, I'd really appreciate it.

Thanks.

It should be on 60Hz I'd imagine, the information I gathered said that monitor supports it. Maybe another software (like your video card's) is forcing it to run at another refresh rate?
