Mouse and KB not working Win 7 Home Premiumn

I have a Dell Zino HD. After some Windows updates (may or may not be relevant) the mouse and keyboard have stopped working completely. They work for the BIOS and for F8 options but once Windows has started to boot properly, they stop. I therefore cannot log on.

    I have tried:

    - Several different KBs and mice
    - System restore (only a few points exist, none work to completion)
    - Last Known Good Config
    - Safe Mode
    - SFC /scannow (found and fixed a few files)
    - chkdsk and disk surface checks - no problems
    - The USB filters in the registry - tried to find the key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{36FC9E60-C465-11CF-8056-444553540000} but it does not exist. I can find the key in the 3 numbered control sets but deleting the filters from these made no difference.
    - Registry Restore Wizard on UBCD4Win - no restore points found.

None have worked. I'm at a loss at this point.

When you say System Restore doesm't work to completion, how does it actually end? Does it say it could not restore, or does it appear to freeze, or what?

You said you tried Safe Mode, did you try System Restore from there?

And curiously, how did you do any of this without keyboard/mouse? Touchscreen or some other input device?
