What the heck is this?
The first item to check:
Type/Copy/Paste: services.msc into the Run box, when the Services window opens check the Bluetooth Support Service.
Resolve Bluetooth mouse or keyboard failure to function
Connect a Bluetooth device that does not have or require a transceiver
There are several threads here on 7F that may offer some insight:

No Bluetooth devices found
Also check the bottom of your thread for other leads at, "Similar Threads for:"

i had the same problem with my a4tech btmouse and did this:
when you click add device of your bluetooth software and see the mouth: before clicking on next "right click" on the mouse icon and choose properties, then click services on properties diologue box and wait for it to show you a service to choose and then click checkbox next to that service and click ok and have fun. your mouse is set
