Are these both SATA optical drives?

How many SATA and/or IDE drives are installed in your machine?

Also check with your optical drive manufacturer for any firmware and driver updates.

Open Device Manager.
Uninstall your two IDE channels located under IDE controllers.
Restart & let windows re install the IDE controllers.
Hope problem is resolved.

And what antivirus do you have installed? It is common that AV software will do an entire disk scan before allowing you to do anything with it. That could be slowing things down a lot...

Well you might turn off the real time scanning (maybe can do it for individual drives). and then put in a trusted disk for testing... (turn it back on afterwards of course).

At least see if that's what the issue is :/

Why don't you change the behavior of tasks performed by system::
Adjust tasks that the system considers the highest priority task to complete, as most resources are used in running other services until it is completed.

To change this behavior:

Start > Control Panel > System > Advanced > Performance > Settings

Adjust them according to your desired performance.
