Have you tried adjusting the resolution? If running Windows 7 right-click your desktop and go to 'Screen Resolution'. In this window you'll see a representation of your monitor and underneath three dropdown boxes.
'Display' just specifies the monitor, in your case it should say "Samsung" or just "SA100".
'Resolution' is the one we're interested in here. You want it set to '1366 x 768', which is the optimum native resolution for your screen.
'Orientation' we don't need to touch. It pretty much speaks for itself.

You can decrease the size of your icons by heading to the link at the bottom of the resolution screen called 'Make text and other items larger or smaller'.

This will bring you to a window with three options;
'Smaller - 100%' which as it says is the default; this is the setting that you'll want.

The other two are for larger screens; for example on my 32" I use the medium setting of 125%, otherwise my icons require a pair of binoculars to see!

Ok then for the next step I'm going to need more about your system. Can you update your system specs please to reflect what graphics card you have?

Although while I'm thinking of overscan (which may be the problem and why I need to know your graphics card), several monitors now have the option to auto adjust to scanning problems anyway. Your SA100 may have either a single button which easily performs this function, or else may be attained by navigating the monitor's options/settings.
I'm having trouble finding a manual for that particular monitor, as well as any guide online as to how how to do it, so you'll have to refer to the manual yourself for this one.

also, to resize icons then click a blank area of the desktop then hold down ctrl and use the scroll button on your mouse and the icons will resize , this also works on files and folder sizes within a window.
