External USB drive not recognised during boot

Hi I have an external drive of 1.5TB that is not being recognised during boot up. I tried pressing f8 to get the boot menu, and while other usb external drives show up as options, this one doesn't. When Windows loads it just doesn't appear in My Computer or disk management. However when I swith it off and back on again, it will appear in my computer and work normally. The disk health is 100%, I'm stumped as to why it's not recognised, any ideas?
