Windows 7: Fuzzy Faded Lines on Monitor

So my issue is like the image I posted above - I have faded blackish lines moving all over the screen (kind of a fuzziness). It will gradually change as I change the monitor refresh rate, however it's always there. I have noticed, I can only see it in windows; if I'm in bios, It's not active. I can not try another monitor because I have no other monitor.

Any help would be greatly appreciated.

Welcome to Seven Forums ddbillsfan. If you pull up the monitors own menu (for adjustments), is the problem showing in the monitors menu as well, or is it behind the menu? A Guy

It doesn't occur on the menu.

If the menu is ok, then it's the video signal, not the monitor. I would look into the cable 1st. Is it well connected? If so, it may be bad. Reseat the video card in the PC as well. A Guy

Already reseated the video card yesterday. I've tried 3 different cable, and still have the same results.

Sounds like you are looking at a bad video card. The image you posted almost looks like interference, or a ground issue. Do you (or a friend) have a video card you can swap in to test? A Guy
